My own borders are turning red?

I was trying to do the last expansion of my borders and out of nowhere it said I was at 250/250, I removed a few borders and it kept saying I was at max. I logged out and back in and now some of my borders are red not letting me expand anymore.

I removed all the red borders and start placing everything again. Problem happed again once I got to 230 borders

work around: close the build menu and open it, the counter is after the last patch buggy.

i place 20 open close place 20 and so on.
