Carpet roll bonus movement speed

REPORT:
You gain the bonus movement speed from carpet rolls on the location you placed the carpet in all floors. For example if you put the carpet on 1st floor on a line, you get the bonus on the line underneath that area (Ground floor) although there is no carpet there. Same goes for above (2nd floor).
No modifications running.
You can reproduce the issue by placing a carpet on any floor and walk on the same location underneath or above it (other floors).

SOLUTIONS:
I have tried verifying game files and restarting my PC, but I still get the same issue.
