Willfred the Werewolf Chief not respawning

As title says he just won't respawn, i waited 2 hours and Blood scent leads to empty front of his house. I need to kill him for next holy protection potion, and i can't progress until then. I haven't modified my game files and haven't installed any mods.

Today its 3rd or 4th day I cant find Wilfred even with blood tracking. Because he is not spawned.
I have not modified the game. Its on official server [EU] Official #1151
I dont know what to do by my self but I expect server restart could help.
