Storm dash stun jewel not working

When did the issue start? Were you able to play the game before? Just tried it, yes
What happens? Please give as many details as possible.
Storm dash has a jewel that can stun 0,4-0,7 seconds by consuming static,

Have you modified your game files or installed any mods?No

To reproduce:
Apply static on someone in any way (use any storm tree spell that can do easily) , cast storm dash through them with the jewel to stun,

expected: enemy gets stunned and static is consumed
but nothing happens. Even if you attack at them it doesn't consume (I don't know if this was intended way, but still tried but doesn't work)

Have you tried any solutions? Bug is not on my end

Happened to me on official servers.
