Blood Altar Not Unlocking

To give context. I helped a friend out with her hunt before I completed the Quest Fortify. I have since completed the quests Fortify and Getting Ready for the Hunt. However, the Blood Alter is not showing up in the build menu.

Blood Altar is removed from the game, you can now target V blood targets through the UI directly.
