"C" button spell not working sometime

Sometime during combat the "C" button spell for the shield spell doesn't work, it's not on cooldown but it doesn't activate.
So it's very frustrating to die because the spell can't be used. It happens too much.

I experienced this today with the Illusion barrier spell "Phantom Aegis". Like it's look for a target to shield but just doesn't do anything.

On 6/2 using reaper unable to cast C ability, switched key bind and still can't cast. Switched ability still can't cast. Pretty sure there's some kind of bug at work.
