Old structures don't refund 100% of the materials, they seem to be giving back 75% again

After I removed a wall I only got ~75% of the invested stone bricks back. I remember the refund rate got changed from 75% to 100% with the Gloomrot update, but it somehow reverted back. (Image shows the result of refunding 1 wall with an empty inventory)
