I cannot get the Bear power

I put off killing the bear till after I started act 3. I have killed the bear drained its blood, when I pull up my power wheel the bear transformation is not available.

Thanks for reaching out! We're sorry to hear that you've encountered issues with your Bear shapeshifting form.

If there are slots available on the Vampire Powers wheel, then Bear Form should be automatically put on the wheel (equipped), but if the wheel is already full (Because of other unlocked forms up to this point), then it will have to be manually put on the wheel in the [Vampire Powers] menu.
