I've done all the quests up to "An Eye into Mortium"
I've tried all troubleshooting steps

Upon checking your screenshot, you already have the Vampire power to subdue lifeforms. The Dominate icon is already in your power wheel. If you are however, referring to Dominate mount ability, you will need to complete the quest "A Castle reaching the Sky".
