Shuffle mode enable doesnt appear for a private server in the settings

When I was trying to start a new private game (I wanted to try the new shuffle (full randomiser for V Bloods location and powers) mode I couldnt find it in the advanced settings. I checked each settings page but couldnt find the shuffle mentionned anywhere
