Server Setting: AllWaypointsUnlocked doesn't work

I have followed the settings and set AllWaypointsUnlocked to true so my players can quickly get back into gear with the new update. This setting does not appear to function correctly as the waypoints are not unlocked for all my users and still requires manual exploration of the waypoints.
