Some recipes not being affected by Crafting Cost Modifiers

From what I have noticed some recipes, namely the ones in the Alchemy table are not being affected by craft cost modifiers in server settings. Both on a privately created world and on a 3rd party server using Gportal. I noticed this when playing with 1.5 as the modifier for both crafting and refining cost, and seeing that bottles in the Smelter cost 6 glass (5 after Forge bonus) and the alchemy table costs 4 (3 after lab bonus). None of the potions are affected either. Or waterskins. Any crafting recipe that can be done in the alchemy table seems to be affected, even if you attempt to craft it in a different station, e.g vampire inventory crafting.

I have check on a private world with similar settings (freshly created 15 minutes prior to this report) with the same issue persisting. (As the server I play on does have a mod installed on it server side.) but it exists in both a modded and vanilla environment.
