Crafting/Refinement Rate Options Not Working

When the new expansion and DLC dropped I decided to start a new private server to play around building castles and lowered the crafting and refinement rate to the minimum so I could get things done faster. The first server I created everything seemed to work fine. Then the next day I deleted that server to start over and since then no matter what I've tried the crafting/refinement rate doesn't change. I've tried creating several servers, on two different computers, deleting everything and reinstalling the whole game twice. I've even tried some tips online editing the files by hand, but nothing seems to work.
