Cant update Private World HP AP & AD stats in settings

I wanted to update my hp,ap and ad stat scalings on armor and stuff but it doenst really work.
The numbers are significantly higher on the tooltips but just doenst apply on my actual stats.
restartet the world several times, restartet my pc, nothing really helps.
I looked into the json file and its the same numbers as ingame.

Edit: I tried update the server settings to "casual pve" and my armor still gives the exact same value as before, now i swapped back to my brutal settings again and waiting for help
