High System Temperatures No Matter How Low Settings Are

No matter how low I have my settings my system temperature skyrockets to 86 degrees Celsius. Monitoring my system resources, I can see that the game forces the CPU and GPU clock rate to the max. In this state the game uses only 50% of the GPU so I don't understand why this game is melting my computer.
