Bear form cannot mine sulphur when low level weapon is equipped

I had a bone mace equipped, changed to bear form and couldn't mine sulphur by pawing or earthquaking it. After switching to a merciless copper spear it worked. Bear form should be able to mine sulphur no matter the weapon level I currently have equipped.
