Blood Mastery, Passive doesn't work.

I'm testing builds and decided to try Blood Mastery so I can take advantage of bloods of 93% or higher.

It turns out it doesn't provide the blood potency boost it claims, and therefore my blood doesn't increase from 93% to 100% purity.

Additionally, it doesn't provide the Tier V bonus if you have this passive added and a blood above 93%.

You're misunderstanding the mechanics. Blood Efficiency is how strong the stats are, of the blood you have. Blood QUALITY is different, and is not affected, nor intended to be affected, by Blood Efficiency.
