[CreateLegendaryWeapon] Create unique T08 weapon have only one skill

When I used the command CreateLegendaryWeapon for a legendary weapon, the weapon have only one skill and not 2.
On the images I show a normal weapon and a created weapon with the command line.
-What exactly is happening?
I use as admin the command "CreateLegendaryWeapon Item_Weapon_Reaper_Unique_T08_Variation01_Shattered SpellMod_Reaper_TendonSwing_Consume StatMod_WeaponCooldownReduction 1 StatMod_SpellCooldownReduction 1 StatMod_TravelCooldownReduction"
