Attack SPD on Certain Jewels Not Working

When using attack speed modifiers on jewels such as those that modify power surge, the attack speed given does not stack at all with power surge's 20% attack speed modifier.

When using attack speed modifiers on jewels such as those that modify power surge, the attack speed given does not stack at all with power surge's 20% attack speed modifier.
-When did the issue start? Was it after a specific update or event?
Ever since I started.
-Have you modified your game files or installed any mods?
No
-Troubleshooting steps did not affect the issue.
