Servant Hunt Areas won't unlock

A number of Servant Hunt areas refuse to unlock for some players.
Private PvE LAN game I am the Host but the fault is happening on another player's character.
Despite both the Host and the Player doing setting resets, verification of files, restarts, and repeated visitations some hunt areas refuse to unlock for player. At this point we're not even certain if it is a fault on the Host's or the player's side.
I have easy access to both computers.
