Silverlight Hills worker bug
Right after I killed the V blood Baron du Bouchon the Sommelier(Act 4 residing in Silverlight) I walk outside to a 90% worker blood so I captured her and sent her back with a dusk caller. Converted her and shes a dunley farmlands humble appearance.

DanWomProbably intended by the devs, jfyi - you can regularly find regional enemies in different regions other than their own; Dunley workers captured by the bandits of Farbane, cocooned by the spiders of Cursed Forest, and held captive by the draculin of Mortium ... along with Dunley and Silverlight patrols throughout Mortium and southern Oakveil, and a few Farbane bandits found in Brighthaven (Silverlight).
So, to your point, I think most (all?) of the working-class farmers outside Brighthaven are appropriately classed as Dunley inhabitants (similar to the militia guards found throughout), while the uppity residents of Brighthaven are appropriately classed as Silverlight.
