Boss kill not giving unlocks, stuck from progressing

Playing by myself, not on a rented server. Got to Frostmaw and now I'm locked from progressing because I can't get the unlocks from him. Killed him 5 times so far and nothing.

TombstoneI have killed him 25 times now and still can't learn Thick Leather. I'm having these issues. I did some of the workaround from a different location on the path. Same with the Bear, too.
