Remove Negatives Effects Spell Jewels

Spells with this Jeweled Effect don't work on Debuffs. I understand not ALL debuffs can be removed. Garlic for example with spells with this Jewel effect in place but things like Jolt and Poison and Some chaos fires don't get removed.
Private World, no Gameplay changing Mods and this was happening before I installed mods. Back in Gloomrot if i'm not mistaken.
