There’s a bug that has been around for a long time: the interval between rift incursions lasts the same amount of time as the rifts themselves.
For example, if in the settings the interval is set to the minimum (30 minutes) and the duration of any type of rift is set to the maximum (2 hours), then both the interval and the rift duration end up being two hours.
