upgrade Castle heart Levels 2 to 4 ?

I progressed from Level 2 to Level 3 in the castle's heart before building the prison, following the objectives. But now that I've collected the prisoner's blood, the next objective is to progress from Level 3 to Level 4 in the castle's heart, and I don't have the materials because it's happening way too early for my level. I think that upgrading the castle core before the objective requires it caused the bug.
No mod used, restart the game/PC and no change, I'm playing with a friend, and he's having the same problem on our private server that i host
