Constant stuttering since 1.1 update
The last time I played this game was about a year ago and I don't remember ever having any issues with it. Just hopped back in to check out the update, but once I got to the tutorial section I was getting non-stop frame hopping. Not a slight stutter, its like I barely move while holding forward, then the game would catch up to where I probably should have been after I had been holding forward for a couple seconds and it just hard jump cuts. This is literally happening the whole time I am trying to play.
Aside from that on initial launch I crashed to desktop without an error message or anything.
Drivers are up to date, pc specs are way higher than recommended, and I verified integrity of game files so I am pretty sure the issue is not on my end.

Game did not have this issue before the update
