Invisible Environmental Object Blocking Stair Construction
There is an invisible environmental object on the second level of the castle territory between the Church of the Damned and the Bastion of Dunley. It prevents placing stairs over the first space to the right of the top of the ramp up to the second section. A foundation can be placed over the tile, a room will enclose around it, and other structures can be built on the tile, but stairs cannot.
Tried several combinations of stair types and orientations and the problem seems to be this particular tile. I don't remember which patch or content update that changed things, but it was possible to construct stairs on this tile in the past.

I am trying to created stairs to the upper level to my territory. The error states that I cannot place the stairs due to environmental reasons, and I have cleared the land, added foundation tiles, and even tried walls, however when I move it back, itll hover over the second level of the territory and allow me to place the stairs ( which would be more of an environmental issue. Unfortunately I can only provide one picture... -

Archon StormThis is likely happening at every ramp, specifically the spaces to the left and right of the top of the ramp (cf. "culprit", the 2 invisible foundations I placed).
I stumbled upon this issue on plot 92, top left of Silverlight Hills and it prevents placing any stairs on the 2 above mentioned spaces.
I confirmed this in several other territories.
After further testing I can confirm these things:
- It does not make a difference wheather the ramp is untouched or has been replaced with stairs.
- These two spaces usually being corners and therfore having the stairs placed over ground and floating in the air (i.e.: the stairs being placed over the transition from ground to the air above the lower level; cf. "transition") is not a cause of the problem, it is possible at any other place.
->having stairs fully float is possible.
I have also attached three screenshots of my personal situation. I want to mirror this at the other ramp, obviously with the same problem :(
