VEIL COOLDOWN NOT APPLYING PROPERLY

VEIL COOLDOWN REMAINS 8 SECONDS DESPITE HAVING 25% VEIL COOLDOWN RATE (IT SHOULD BE 6 SECONDS FOR THOSE WHO HATE MATH).

I have 30% cooldown reduction in the stats but any veil I use gives me the 8 second cooldown as if I had 0 cooldown reduction in the stats. I've tried changing blood and counting the veil time with an external stopwatch but it's still 8 seconds

I have test this error on official server, private server and local game and the bug persist.

I play on PC.

I have 48% veil speed, and it still says it takes 8 seconds to use a veil, no matter what veil I use!

I have a build based on veil speed, and out of nowhere I realize it's not working.

Additionally, the illusion veil has a longer cooldown than the supposed 8 seconds it should have when you use recast.
