Power Surge does not initiate while other skill is on cooldown.
I often user Power Surge and Blood Rage while farming resources. I will activate one of the two, then once the effect has ended I will pop off the other skill and continue to swap back and forth as each one finishes its cooldown period.
What I've noticed is that Power Surge will not initiate while Blood Rage is still on its cooldown. However, I don't seem to have the same issues if I initiate the skills in reverse order, thus I end up initiating Blood Rage while Power Surge is on it's cooldown.
Another note is that the issue only seems to manifest while I'm interacting with another object, as in the issue does not manifest unless I am actively hitting a resource node.
I don't use this rotation in combat so I haven't confirmed if it happens in normal combat scenarios.

I run into something similar with power surge, but I have been unable to replicate an exact use case to show the trigger of the problem. I have found that for me, when power surge becomes unresponsive, despite it not being on cooldown, if I move and then activate power surge, it seems to work fine again.
