  its still broken tho, iv tested it on multiple ocasions now the only thing ult cdr actualy buffs is mutant blood veil attack reduction by 7 seconds to 14 with 62% CDR if you time ultimate use i always come out to 117 seconds recording after pressing ultimate even with almost capped stat
  
  Weapon, veil and spell CDR works in actualy reducing the various ability "timers" in recording time, not the actual cooldown numbers.
  (which is what confuses many in V rising with thesse stats)

  it's cooldown "rate" meaning it ticks faster but the length shown in seconds is the same
