Spell Power Augment on weapons has no effect

I have used a lvl 30 weapon with 14% spell power augment against a target dummy and did 107 damage put the weapon away and still did 107. Also the spell power dosnt update on the stats page with the weapon equipped. This was tested on the client pc and the host pc. The host has the damage and the spellpower stat change and update the client dose not.
Local server no mods fully up to date

Nvm I think it does work there is a spell power bonus cap of 40% anything above has no effect
That really needs to be removed i get it for pvp but not for pve lol
