Eternal Dominance DLC not found

Hello, I purchased the game tgt with the Eternal Dominance pack about a week ago. While playing, I can't found any DLC content in the game (e.g. different form of wolf, building options, etc.). I have tried to verify the integrity of the file, change download region, reinstall the game and even Steam but none of them work. May I know how can resolve this issue or I need to finish all the boss first before I can enjoy the DLC content? Many thanks.
