Selecting Wolf Form makes a sound and the character flashes but nothing happens

Very often selecting the Wolf Form makes a sound and the character flashes but nothing happens.
I am not sure if this is a bug, or if something is cancelling the cast (in which case it should be communicated somehow...?)
It almost seems like the cast is cancelled by me simply moving out of the button immediately after clicking it.

This is mostly me using right UI wrong, since my report I realized you're not supposed to click the ring, rather just move over its desired section. This would be more obvious if there was no visual hint following me clicking the ring. The way it is now the impression is created that something's supposed to happen.
