Brutal Bosses and Player level scaling
I posted in the PvE section of the Discord with screenshots under "meta", if you want to see them. It appears that a change has occurred with Brutal. Was it not always intentional for the player to be 3-levels lower than the respective Act bosses for the available gear progression in that Act? IE: Octavian is 61, I should not be able to get a higher gear level than 58 before defeating him. Is that correct or was it changed for 1.1?
I am currently at gear level 61, evenly-matched to Octavian with nothing but gear available in Act III, no bosses above him killed. Is this a potential unintended side-effect of the level changes on other bosses for Oakveil? It makes progression on Brutal significantly easier if so.

Dustin A MergedSince 1.1, Brutal is not scaled properly. Both to and against the player's benefit. Whereas Octavian is able to be out-leveled as an Act boss, Curse-Weaver is unable to be engaged as anything but +4, with the new Oakveil bosses occupying the tier that has them 3 levels higher than what the player can reach.
I know the team had to re-work the tiers to accommodate the new bosses, but there definitely needs to be a second pass on how the bosses are lined up or where the player can access gear. If you have 5 bosses on the level 78 tier when the player is level 75, that might just have to be how it is, so your Oakveil bosses remain the challenge you want them to be.
